John A. McManus Elementary School was a campus of aging portables and undersized permanent buildings, serving a community where many families live below the poverty line. With a growing student population and severe space and facilities limitations, Chico Unified School District recognized the need to replace outdated structures with a modern, equitable learning environment that supports educational innovation and community pride.
A comprehensive campus modernization replaces 17 portable classrooms with five new buildings and modernizes four existing structures, transforming the campus from the inside out. A new administration building reorients the school's front door from East Avenue to North Avenue, establishing a clear, secure, and welcoming entry sequence anchored by a new entry plaza with expanded parking and improved traffic flow. The multipurpose building opens directly onto an outdoor stage and amphitheater, extending performance and learning beyond its walls. A TK/K complex supports early learners with technology integration and protected play areas, while existing buildings are reconfigured into a library, wellness center, and teacher collaboration spaces.
Compliance with DSA IR EB-4 and the California Existing Building Code required creative structural solutions and proactive coordination with DSA, balancing technical demands with the educational vision and operational needs. Rooftop solar, improved insulation, natural daylighting, and durable materials round out a campus designed for long-term performance as much as immediate impact.
What was once a patchwork of outdated structures is now a unified campus, modeling how aging facilities can be transformed into safe, sustainable, and inspiring environments that empower future generations of students.
